PSEB to file tariff petition for 2010-11 before Dec-15 Deadline

PSEBFiling of tariff petition for the year 2010-11 by PSEB may hit a roadblock as the Government of India has only authorized the board to function as state transmission utility up to December 15 and PSEB has already failed to file tariff petition by November 30 which is the due date as per Punjab State Electricity Regulatory commission (PSERC) regulations. Ministry of Power vide their letter dated September 4 2009 has granted an extension to Punjab Government to continue PSEB as state transmission utility and licensee up to December 15 only. PSEB may not be legal entity after December 15 until it received the fresh extension from Ministry of Power.

The similar situation had arisen in year 2008 when PSEB  did not file the annual revenue requirement(ARR)  and tariff application for the year 2009-10 by  November 30 , 2008  but filed a petition  seeking  extension of time up to 31.12.2008 .PSEB  filed the ARR for 2009-10 on 29.12.2008.

Padamjit Singh retired Chief Engineer PSEB said that at  that time the Government had authorized the Board to continue to function as a State Transmission Utility and a licensee up to 30.11.2008 and not thereafter, the Board was asked to clarify this aspect. A reference was also made tothe Government in this respect.

The extension sought by the Punjab Government to keep the PSEB as STU up to June 15 2009 came only on February 24 2009. Only after receipt of confirmation from state Government the Commission took the ARR on record on 27.2.2009.

Padamjit further said that the deadline for filing the tariff petition by PSEB has already expired and the board’s continuation is up to December 15 only the same objections are likely to be raised by the regulatory commission.

Even the tariff order passed by PSERC for the current financial year is under securitization of a high powered political committee for rolling back thetariff for urban consumer’s .The committee of Akali Dal and BJP is studying the various implications of giving subsidies in the state including rolling back oftariff.

PSEB on its part has been sending revised bills to consumers including arrears for previous months. BJP is pressurizing the government over the issue to safeguard its urban voters.
