In the Annual general body meeting of PSEB Engineers' Association (PSEBEA) held at pattiala on 30-09-2008, President of the Association, Sri. HS Bedi had requested the Punjab Government to notify PSEB as a single company on the lines of Kerala State Electricity Board.
Excerpts from the Presidential report (Page-12 of the presidential report) is given below as is.
"It is being propagated that it is now mandatory for the states to unbundle their SEBs as per Electricity Act–2003 which is totally wrong and misleading interpretation of law. As per the Act, SEBs can be converted into a company i.e. one company which would be a distribution licensee and State Transmission Utility (STU) owning generation assets. Only rider in the Act is that a STU can’t trade in power so trading function has to be vested in a different company. Kerala government has issued notification to convert Kerala SEB in to one company. Similarly, PSEB can also be notified as one company on the lines of Kerala SEB.
Before deciding on corporatization & restructuring of PSEB, Punjab Government must decide whether it intends to run this organisation on purely commercial lines or as a service sector for the welfare of the public and whether state has the resources to fund the cost of restructuring."
