Kaiga sabotage: NPCIL ignored police warning on March 28 and July 18

KaigaNuclear Power Corporation of India Ltd(NPCIL) at Kaiga neglected the police’s warning about the possibility of sabotage by insiders and a police suggestion to upgrade security at its power plant and Mallapur township. Sources said the Uttara Kannada SP warned NPCL at Kaiga and its Mumbai office in two separate, confidential letters on March 28 and July 8 this year about possible sabotage in the plant due to union rivalry. In the March 28 letter, quoting the intelligence input, the SP mentioned that NPCL employees had formed unions based on different states and that could be detrimental to the security of the plant.

The letter warns that intense rivalry among the union leaders could result in breach of security at sensitive installations and endanger the nation’s security. The letter also asked NPCL to check the background, credentials and contacts of these union leaders.

The letter also asked NPCL to declare a 5-km stretch of the Kali river area a ‘No Fishing Zone’ to prevent persons entering the security zone disguised as fishermen. The compound wall of the township and atomic plant should be raised to prevent the illegal entry and CCTV cameras fixed at all entry and exit points, the letter suggested.

The letter had suggested the Kaiga authorities issue ID cards to casual labourers and check their backgrounds. Surprisingly, none of these suggestions were implemented by NPCL. A senior officer said the aggressive unions had never allowed the authorities to implement them.
